Librecad 2.0.4 kann man über dieses PPA installieren, ein Precise Paket ist ebenfalls verfügbar:

Wegen dem Import:
How can I insert blocks from another dxf file? or whole dxf to another dxf file ?
I thought that it maybe through 'Import' but it not working in my LibreCAD.

Da wird hierauf verwiesen:
Go to menu: View → Toolbars
Enable Library Browser
The library folder is default to: /usr/share/librecad/library/ in Linux, and can be set at Menu → Application options → Path
copy/move the saved dxf for the block to the library folder, and library browser will show the block available for insertion.

Mit Scripts an sehe ich gerade, dass der Thread von 2011 ist, weiß also nicht, ob der noch zu aktuellen Versionen passt.
In meiner 2.0.4er Version ist der Librarypfad unter "Bearbeiten - Anwendungseinstellungen - Pfade - Teile Bibliotheken" anpassbar, der Browser lässt sich unter "Ansicht - Werkzeugleisten - Bibliothek Browser" einblenden.
In 2.0.4 gibt's aber auch: Datei - Importieren - Block...
dort lässt sich normal durch das Dateisystem navigieren und eine dxf-Datei ist auswählbar.
Ob 1.0.1 dazu Zusatzpakete braucht, weiß ich nicht. In Kubuntu 14.04 habe ich auf die Schnelle dieses entdeckt:
