ich will, dass bluetooth standardmäßig abgeschaltet ist und nur bei Bedarf über das Panel angeschaltet werden kann.
1. Variante: Hab wie hier beschrieben, in "Sitzung und Startverhalten" eine "Anwendung" hinzugefügt sihe screeshot mit

Ab und Anmelden, Neustart, immer ist bluetooth noch wie früher angeschaltet.
Im Terminal mit
1 | sudo rfkill block bluetooth |
das geht!
2. Variante: mit Eintrag in rc.local rc.local Hab mouspad als root gestartet:
