Zur Hardware:
Mainboard keine Ahnung. Ist ein HP ProBook 450G Laptop.Da auch das neuste BIOS Patch.(sogar angeblich sicher gegen ZombieLoad)
Speicher ist eine NVME 970 Plus 1TB von Samsung (wie ja ersichtlich) neuste Firmware installiert
Windows 10 ist schon die neuste Version 1903 H1 (fastboot ausgeschaltet)
Secureboot ist eingeschaltet stellt auch bei der Installation keine Probleme dar. Bei Debian 9 war das ein Problem deshalb habe ich ein Debian 10 RC1 gewählt. Ab der Version haben Sie sich ein UEFI Safeboot Zertifikat von Microsoft austellen lassen.

Eine 2. esp
sollte ja eigentlich bei Installationen auf Systemen mit einer vorhandenen esp
überhaupt nicht vorkommen (!?), allerdings hatte ich so etwas ja mal (erzwungen) getestet (2. esp
auf einer Platte - allerdings ohne Secureboot), das lief ohne Probleme.
Das zweite esp stellt auch keinen Unterschied dar. Habe das System erneut aufgesetzt ohne zweite esp kein unterschied.
Per setup Menü bootet ja das jeweilige System, mit shimx64.efi und 'eigenem' grub?. Nur aus diesem grub heraus bootet das jeweils andere nicht? Wie sieht 's da mit dem Boot von Windows aus (aus dem grub-Menü heraus).
Windows bootet lusterweise aus beiden GRUB Installationen heraus.
mounte mal jeweils die beiden esp
(einzeln) nach /mnt und poste dann hier ein ls -R /mnt
Da es nach meiner Neugestaltung nur noch eine esp gibt kommt diese also hier:

Was mir dort sofort ins Auge fällt, ist das Ubuntu einzelne Kernel findet und auflistet. Beim Debian aber nur die EFI Firmware einbindet.
