Signal wird gestartet, das Fenster wird normal anegezeigt, aber nicht minimiert.

Programm wird nicht gestartet, man sieht keinen Punkt wie üblich am Icon, kein Fenster.
Beim Ausprobieren entstand irgenwann ein kleines Symbol in der Menu-Zeile (neben den installierten Gnome-Extensions), das war vorher nicht da. (ich hatte signal-desktop vorher über snap installiert, da war das kleine Symbol direkt dabei.)

Eine einfache Möglichkeit, die Regeln für Devil's Pie zu erstellen, ist das Programm gdevilspie 🇬🇧. Es ist als Paket verfügbar und kann ebenfalls über die Paketverwaltung (bis Ubuntu 17.10) installiert werden:
gdevilspie (universe, bis 17.10)
Ist also nicht verfügbar.
