Könne ich nicht einfach die .so Datei (wenn ich die hätte) in einen Ordner machen und dann dazu eine .ini schreiben und diese Aktivieren ?

Du hast IMHO einfach Fasching in deinen Paketen, da du unterschiedliche Versionen installiert hast, die sich vermutlich behindern. Ich würde alle PHP-Pakete nochmal deinstallieren und anschließend die Pakete, die du wirklich brauchst wieder installieren. Nimm diesmal gleich PHP7.0. Wer weiß welche Version bei dir gerade versucht wird zu laden.
