Schau mal in das README zum 435er nvidia-driver: http://us.download.nvidia.com/XFree86/Linux-x86_64/435.21/README/xconfigoptions.html. Die Lüftersteuerung lässt sich mit der "Coolbits" Option einstellen.
Die Coolbits Option muss erst über die /etc/X11/xorg.conf verfügbar gemacht werden. Wenn es noch keine gibt, dann erstellt man eine. Lässt sich aus den nvidia-settings heraus machen. In die erstellte xorg.conf fügt man dann die gewünschte Coolbits Option ein. Beispielsweise etwa so in der xorg.conf Section "Device":

Anstatt BEZEICHNUNGDERGRAFIKKARTE kommt die jeweilige tatsächlich verbaute Nvidia Grafikkarte dort hinein.
TripleBuffer, ForceCompositionPipeline und ForceFullCompositionPipeline dienen dem vorbeugen gegen Einzelbildzereißen (Tearing) etwa bei Videos und Videospielen.
Wenn man die default Lüftersteuerung der Grafikkarte mit dem Coolbits Werkzeug verändert, sollte man auch das hier im README des nvidia-driver gelesen haben:
Enables various unsupported features, such as support for GPU clock manipulation in the NV-CONTROL X extension. This option accepts a bit mask of features to enable.

Ist übrigens unter Windows genauso wenn man dort mit den entsprechenden Feintunig-Werkzeugen in die Lüftersteuerung, Overclocking oder Überspannung eingreift, dass dann Gewährleistung und Garantie ausgeschlossen wird.
Andere Möglichkeit wäre das Grafikkarten-BIOS zu bearbeiten. Ist dann aber noch mehr Risiko. Die Coolbits Option dürfte im Vergleich dazu das deutlich mildere Mittel sein.
