Das ist nicht undokumentiert. Wenn du dir mit
apt changelog guake
das Chanelog für das Paket holst, siehst du im Eintrag für die Version 3.0.0b2-1 den Hinweis, darauf, dass eine debian/guake.links hinzugefügt wurde (gelbe Markierung):

Es macht wie schon weiter oben erwähnt wenig Sinn eine Datei zu kopieren, wenn man sie unverändert nutzen will. Ein Symlink darauf genügt da völlig. Und wenn du explizit die Datei haben willst, musst du halt eventuell vorhandene Symlinks mit dem Argument -L
für cp
auflösen lassen, um das Original statt eventuell vorhandene Symlinks zu kopieren.
